PROBLEM TO BE SOLVED: To provide an image processing system, method and program, capable of enhancing sufficiently the image quality of a fluorescent image by use of the motion of a subject by obtaining precisely the motion of the subject when correcting the image quality of the fluorescent image.SOLUTION: An irradiation part 105 irradiates the subject with surface sequential light of time-divided RGB light, and irradiates the subject with excitation light for generating fluorescence. An imaging part 112 generates a reflected light animation, based on reflected light of the three colors of RGB light or the excitation light reflected on the subject. The imaging part 112 generates a fluorescent animation, based on the fluorescence generated by the irradiation of the excitation light. The fluorescent animation is generated substantially simultaneously with the reflected light animation. A motion calculation part in an inside of an image processing part 102 calculates the motion of the subject in the reflected light animation, based on the reflected light animation. An image correction part in the inside of the image processing part 102 corrects the image quality of the fluorescent image, based on the motion calculated by the motion calculation part.
