A blood parameter measuring device and a method for measuring blood parameter are provided in the disclosure. The blood parameter measuring device includes a wave source, a receiver module and an actuator. The wave source is disposed at a side of a tissue to be analyzed, and the wave source provides at least two waves which have different wavelengths. The receiver module is disposed at another side of the tissue to be analyzed to receive the waves produced by the wave source. The actuator is connected to at lest one of the wave source and the receiver module. The actuator can produce a driving force to make the wave source and the receiver contact with the tissue to be analyzed and impose a positive pressure on a surface of the tissue to be analyzed.
