PROBLEM TO BE SOLVED: To provide an external electrode-type lamp having lighting performance equivalent to that of an internal electrode-type lamp, and also to provide an irradiation device using the external electrode-type lamp.SOLUTION: The present invention provides an external electrode-type lamp 1 and an irradiation device using the same. The external electrode-type lamp 1 comprises: a cylindrical discharge container 2 inside of which a discharge medium 5 is enclosed at least a pair of cylindrical external electrodes 3 provided on an outer surface of the discharge container 2 and a cylindrical internal electrode 4 formed on an inner surface of at least one of the ends of the discharge container 2.
