A film-based oral base according to claim 1, wherein the particles of one or two or more compounds selected from the group consisting of sugars and their sugar alcohols have an average particle size of from 0.1 μm to 30 μm. The oral film base of claim 1 or 2, wherein the edible polymers soluble in water and an organic solvent with a solubility parameter of 9.7 or higher are one or two or more compounds selected from the group consisting of polyvinylpyrrolidone and hydroxypropyl cellulose. 4. A film-based oral base according to claim 3, wherein the polyvinylpyrrolidone has a weight average molecular weight of 2500 to 3,000,000. The oral film base of claim 3, wherein the hydroxypropyl cellulose has a weight average molecular weight of from 10,000 to 1,200,000. The oral film base of claim 3, wherein the hydroxypropyl cellulose has a degree of substitution of hydroxypropoxy groups from 50% to 100%.
