PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion sunscreen cosmetic which maintains and improves an effect of correcting skin irregularities even when in contact with water after application and is excellent in touch feeling in use.SOLUTION: There is provided an oil-in-water type emulsion cosmetic which comprises (A) a coloring material and (B) 3 mass% or more of a fatty acid which is liquid at a normal temperature, wherein the neutralization rate of the fatty acid is 51% or less. There is provided a cosmetic which further comprises (C) an oil component having an IOB of 0.5 or more.
