PROBLEM TO BE SOLVED: To provide an apparatus for determining whether the visibility of vehicle equipment visually recognized from the position of a subject seated on a predetermined seat in a vehicle is good or not with high accuracy without requiring a mock-up model and a large number of subjects.SOLUTION: A data analysis unit 3 determines whether the visibility of indoor equipment is good or not by comparing a visibility evaluation value with a standard visibility evaluation value. The visibility evaluation value is calculated by: an eye point operation function 31 for calculating an eye point a physical information operation function 32 obtained by using a second response curved surface approximate expression of the vehicle equipment serving as a target of the visibility determination registered on a data memory unit 2, based on positional information of the vehicle equipment, angle information of the vehicle equipment, and eye point information and a physical information/electroencephalographic information operation function 33 obtained by using a third response curved surface approximate expression serving as a target of the visibility determination registered in the data memory unit, based on an electroencephalographic difference value index corresponding to the vehicle equipment.
