PROBLEM TO BE SOLVED: To obtain a high-voltage generating device that can accurately control at least one of time to apply a voltage to a load and a value of a voltage to be applied, and to provide a cooker.SOLUTION: The high-voltage generating device includes: a first electrode； a second electrode provided in a position facing the first electrode； a power supply for applying a voltage to the first electrode； and an electrical discharge detector for detecting whether there is electrical discharge that is generated when a voltage is applied to the first electrode.
