PROBLEM TO BE SOLVED: To allow a fastening force of an elastic member of a waist part to be reliably adjusted to a target fastening force.SOLUTION: In a waist edge part elastic member 24, one end part in a width direction is a fixing part 24f fixed to an exterior body 20, a knob part 30 is provided at the other end part in the width direction, and a part between the fixing part 24f and the knob part 30 is a moving part 24m which is movable in the width direction without being fixed to an outer layer 20D positioned outside and an inner layer 20c positioned inside.
