The present invention provides: a cosmetic composition including an external water-phase and an inner phase of oil-in-water type emulsion； and a method for producing the same composition. According to the present invention, a unique and globular shape of the oil-in-water type emulsion phase, formed in the water phase, is excellently maintained to form a visually distinguished appearance. Therefore, the cosmetic composition can induce preferences of a user. Moreover, the user can easily mix and use the cosmetic composition by him/herself because the external water-phase and the inner phase of oil-in-water type emulsion can be easily mixed with each other.본 발명은 외상으로서 수상 및 내상으로서 수중유형 에멀전을 포함하는 화장료 조성물 및 이의 제조방법을 제공한다. 본 발명의 수중유형 에멀전을 포함하는 화장료 조성물에 따르면, 수상 내 형성된 동그란 수중유형 에멀젼 상의 독특한 형태가 우수하게 유지되어 차별화된 외관을 제공함으로써 사용자의 호감도를 유도할 수 있고, 외상인 수상과 내상인 수중유형 에멀전의 혼합이 용이하여 사용자가 직접 용이하게 혼합하여 사용 가능하다.
