Disclosed is a hydrogel composition comprising: 0.01-1.5 wt% of locust bean gum, 0.01-2.0 wt% of xanthan gum, 0.01-1.0 wt% of agar, 1-50 wt% of a component selected from glycerin, butylglycol, propylene glycol, dipropylene glycol, and isopropylene glycol, 0.01-3.0 wt% of a preservative, 0.1-20 wt% of a cosmetic component, and 30-90 wt% of water. The present invention provides a hydrogel sheet product in which a hydrogel layer produced by the hydrogel composition is coated on a liquid lower current layer. The hydrogel composition of the present invention does not include an acrylic polymer but includes only a natural polymer gelating agent, so sherbet-type hydrogel is produced. When being attached to skin, the hydrogel composition is smoothly closely placed on skin. A using sensation is excellent, and moisture included in hydrogel is not leaked to the outside while being circulated, so a moisture leakage stability is excellent and moisture and cosmetic component transferring power are also excellent when the hydrogel composition is attached on skin.
