The perming solution includes propolis and one orboth of: urea；and one or more amino acids or derivatives thereof. Some other embodimentsprovide ahair conditioning agent which is a regulator for controlling a level oftreatment when addedto a hair treatment agent used to change a form or color of hair. The hairconditioningagent includes propolis and one or both of: urea； and one or more amino acidsorderivatives thereof.
