The present invention relates to a hand cleaning device. According to the present invention, the hand cleaning device comprises: a hand washing unit which is connected to a water supply unit, and receives water to wash hands with； a hand cleaning unit which receives a cleaning liquid to remove foreign materials on the hands washed by the water supplied in the hand washing unit； a hand drying unit which is installed to dry the hands cleaned by the cleaning liquid； a hand sanitizing unit which receives a sanitizing liquid to remove bacteria on the hands dried in the hand drying unit； a water saving device which is installed on the outer surface of the hand washing unit, the hand cleaning unit, the hand drying unit, and the hand sanitizing unit so that the hand washing unit, the hand cleaning unit, the hand drying unit, and the hand sanitizing unit are supplied in a single line； and a controller which is installed to ensure that the hand washing unit, the hand cleaning unit, the hand drying unit, and the hand sanitizing unit are operated for predetermined times.
