PROBLEM TO BE SOLVED: To provide a hair care cosmetic and hair treating method capable of imparting excellent springiness/toughness to hairs lacking springiness/toughness.SOLUTION: The invention provides a hair care cosmetic composed of the first agent containing an alkoxysilane (1): R1pSi(OR2)4-p (1) and the second agent containing an acid (excluding carboxylic acid) and water and having a pH of 1.5-4 (the first embodiment) a hair care cosmetic produced by compounding an alkoxysilane (1), an acid (excluding carboxylic acid) and water and having a pH of 2-4 (the second embodiment) and a hair treating method comprising the application of the mixture of the first agent and the second agent of the hair care cosmetic of the first embodiment or the hair care cosmetic of the second embodiment to the hair and the impregnation of a silanol compound (2): R1pSi(OH)n(OR2)4-p-n (2) formed by the hydrolysis of the alkoxylsilane (1) to the hair.
