The present invention provides a cosmetic composition using diatoms extract, wherein the diatoms extract is prepared by: a step (a) in which a mesh paper having a cross-shaped or slit-shaped cut-out part is horizontally installed on an attachment water chamber having a fixed volume, Jeju lava seawater is drawn therein and passed through the mesh paper, causing benthic diatoms drawn in with the Jeju lava seawater in 2-4 cell/L to be attached to the mesh paper, thereby isolating the benthic diatoms from the lava seawater； a step (b) in which the isolated benthic diatoms isolated through step (a) are collected and dried in a dryer at 80-90C, and the dried diatoms are pulverized using a pulverizing device to produce diatoms powder； a step (c) in which the diatoms powder produced in step (b) is immersed and mixed in liquor alcohol having a concentration of 70% in a weight ratio of 1 : 30； and a low-temperature extraction step in which the diatoms mixture solution produced in step (c) is stirred in a pressure double boiler at 60-70C for 12 hours to obtain an extract. The cosmetic composition using the diatoms extract prepared above according to the present invention can be used to produce cosmetics having an antioxidant effect similar to butylated hydroxyanisole known as a synthetic reactive oxygen species scavenger.십자형 또는 일자형의 절개부가 형성된 망지를 일정 부피를 갖는 부착수조에 수평으로 설치하고, 제주도 용암해수를 취수하여 상기 망지에 소통시켜 제주도 용암해수와 함께 2~4cell/L의 양으로 취수되는 부착성 규조류를 상기 망지에 부착하여 용암해수로부터 부착성 규조류를 분리하는 단계(가)； 상기 (가)단계를 거쳐 분리된 규조류를 수거하여 건조기에 투입하고 60~80℃의 온도로 건조하고 상기 건조한 규조류를 분쇄기로 분쇄하여 규조류 분말로 제조하는 단계(나)； 상기 (나)단계를 거친 규조류 분말을 70%농도의 주정 알코올을 중량비 1:30로 정량화하여 침지시킨 후 혼합하는 단계(다)； 상기 (다)단계를 거친 규조류 혼합액을 압력 중탕기에 투입하고 60~70℃온도에서 12시간 동안 교반하여 추출액을 얻는 저온추출단계로 이루어지는 규조류 추출액을 이용한 화장품용 조성물을 제공함으로써 합성활성산소 소거제로 알려진 Butylated hydroxyanisole와 유사한 항산화 기능을 갖는 화장품 제조가 가능하다.
