PROBLEM TO BE SOLVED: To provide a balloon catheter capable of effectively delivering a medicament to a biological tissue, and a production method and a treatment method therefor.SOLUTION: A balloon catheter 11 comprises a balloon 12 on a tip end part of a catheter shaft 11, in which plural long bodies 33 which have an independent long axis and extend, and which are crystals of a water-insoluble medicament, are provided on the surface of the balloon 12. The balloon 12 in a shrunk state comprises plural wing parts 40 in a peripheral direction, and a peripheral face part 41 along a peripheral direction of the catheter shaft 11.
