PROBLEM TO BE SOLVED: To provide a method and an apparatus for removing substances to cause eutrophication of water in lakes and marshes or the like of a closing system, and to provide an effective using method for incineration ash or the like which are treated as industrial waste. SOLUTION: A biological culture area filled with water containing eutrophication factor substances is provided. Biological carriers are immersed in the biological culture area. Organisms with high-speed culture and growth such as algae are cultured and grown on the organism carriers to absorb the eutrophication factor substances. The organism carriers wherein organisms are cultured and grown are recovered, thereby removing water containing the eutrophication factor substances.
