The purpose of the present disclosure is to provide a water-containing capsule having exceptional resistance to water evaporation. This water-containing capsule has the following configuration. The water-containing capsule (1) includes a water-containing layer including water (3), an inner layer (5) positioned on the outside of the water-containing layer (3), and an outer layer (7) positioned on the outside of the inner layer (5), wherein the inner layer (5) is configured from a lipophilic material, and the outer layer (7) is configured from a hydrophilic material in which lipophilic particles or water-insoluble particles are dispersed.
