An oral cavity manipulator is disclosed for controlling the position of tongue and jaw. The manipulator includes a foundation body (64, 68) and maxilla (59) and mandibular (60) teeth engaging elements. The foundation body (64, 68) has a mounting portion and includes at least one airflow pathway. The airflow pathway transfers and directs air between anterior and posterior regions of the foundation body (64, 68) when a users mouth is closed about a forward portion of the body. The teeth engaging elements (59, 60) are mountable on the mounting portion and include teeth receiving portions (63, 66) for receiving the teeth of the user. In an operating condition the mandibular teeth engaging element (60) is selectively located on the foundation body (64, 68) forward of the maxilla teeth engaging element (59). The manipulator receives and locates the mandible of a user forward of the maxilla and positions the tongue between the teeth elements (59, 60) to maintain unobstructed airways at the throat of the user.
