PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion composition which gives smoothness to the skin after its application and also has excellent stability in spite of its high internal-aqueous-phase proportion giving a fresh effect to the skin.SOLUTION: The water-in-oil emulsion composition contains the following components (A), (B) and (C), and further satisfies the following requirements (1), (2) and (3). Components: (A) glycerol isostearate and/or glycerol oleate, (B) an aqueous ingredient, and (C) an oily ingredient containing &le20C isoparaffin and an oily gelling agent.
