PROBLEM TO BE SOLVED: To provide an oxidizing agent composition that can be uniformly combined with a first agent of various dosage forms and prescription contents and does not cause trouble in terms of the miscibility with the first agent, the viscosity after mixing, irritating property, hair dyeing effect, bleaching effect etc., during application.SOLUTION: The oxidizing agent composition comprises (A) an oxidizing agent, (B) a hardened castor oil fatty acid ester derivative and (C) wax.
