The outer tube (110) comprises a tip end part (111) of the outer tube, wherein a locking part (213) is formed, and a rear end part (112) of the outer tube, wherein a protrusion (200) is formed. As the inner tube (120) slides within the outer tube (110), the protrusion (200) can move from the rear end part (112) side of the locking part (213) toward the front end part (111). When the protrusion (200) is positioned in the front end part (111) side of the locking part (213), the locking part (213) locks the protrusion (200) to prevent the inner tube (120) from returning toward the rear end (112).
