R3 represents a hydrogen atom, an acetyl group, a methyl group or an ethyl group.]； (B) a cationic surfactant； and (C) polyoxyethylene non-ionic surfactant. The mass ratio (B)/(A) of component (B) with respect to component (A) is at least 1.0, the mass ratio (C)/(A) of component (C) with respect to component (A) is at least 1.0, and the number of moles of added oxyethylene in the component that constitutes (C) with respect to component (A) is at least 5, and the pH at 25°C falls within the range of 8.0 to 12.0, inclusive.
