R3 represents a hydrogen atom, an acetyl group, a methyl group or an ethyl group.]； (B) dimethyl silicone； and (C) amino-modified silicone. The mass ratio (C)/(B) of component (C) to component (B) falls within the range of 0.3 to 3.0, and the mass ratio of component (A) to the total of component (B) and component (C) is less than or equal to 1.0.
