An outer surface of the box (13) is evenly provided with a plurality of venting holes (14). An upper portion and a lower portion of the outer surface at one side of the box (13) are respectively provided with the fixing plate (10). The fixing plate (10) is evenly provided with a plurality of the bases (15). The air-heating wire (11) is evenly disposed between the two fixing plates (10). An upper end and a lower end of the air-heating wire (11) are respectively wound on the base (15). The air-heating wire (11) and the ventilating fan (16) are connected to an intelligent monitoring and controlling system.
