PROBLEM TO BE SOLVED: To provide an aqueous dispersion composition that allows hydrophobic powder to be disperse underwater, and has high water resistance at the time of use and also a good feeling of use, and cosmetics prepared with the aqueous dispersion composition.SOLUTION: A hydrophobic powder surface-treated with organic titanate and diacyl glutamic acid lysine salt or N-long chain acylamino acid salt are used in combination, to allow hydrophobic powder to be stably dispersed underwater, so that it is possible to obtain an aqueous dispersion composition having high water resistance at the time of use.
