PROBLEM TO BE SOLVED: To provide a small controller capable of using as a master manipulator with high controlling accuracy in a manipulator such as a joy stick and a master slave system.

SOLUTION: It is equipped with a stage 11, a manipulator 12, a wire actuator 13, a manipulator supporting mechanism 14, and a stage moving apparatus 15, and the wire actuator identifies the position of the manipulator on the stage with the length of wire unwinding out and gives the tensile strength to the upper end of the manipulator through the wire at the same time, and the stage moving apparatus makes the stage moved with the predetermined amount when the manipulator gives force to the stage through the manipulator supporting mechanism.
