PROBLEM TO BE SOLVED: To provide a medicine or the like capable of preventing or treating diabetes. The present invention provides a preventive or therapeutic agent for diabetes, a pharmaceutical composition, a medical device, a food or a beverage, which contains silicon fine particles. By oral administration of silicon fine particles or indwelling on the skin or mucous membrane, diabetes can be prevented or treated, and its preventive and/or therapeutic effect is excellent. The silicon fine particles are fine particles containing silicon capable of generating hydrogen in contact with water, and are preferably silicon fine particles and/or aggregates of the silicon fine particles.
