The present invention is to provide a control apparatus and a control method for raising and lowering a planting portion (20) upward and downward when a rice planting machine circles. According to the present invention, the control method comprises: a planting portion raising and power blocking step of raising the planting portion (20) by operating a hydraulic cylinder and cutting off power for a planting arm by controlling a planting clutch, when the rice planting machine is determined to circle a straight-driving detection step of detecting whether the rice planting machine is driven straight after circling and a plating portion lowering and power transmission step of lowering the planting portion (20) by operating the hydraulic cylinder and transmitting power to the planting arm by controlling the planting clutch, when the rice planting machine is determined to be driven straight in the straight-driving detection step. The straight-driving detection step is configured to determine whether the rice planting machine is possible to be driven straight based on at least one from a sensing value in a steering angle detection sensor which detects a steering angle of a handle, and a sensing value detected in a pair of hall sensors which are installed on a pair of rear wheels, respectively.
