The portable device of the present invention comprises: a base tube which has air filled inside a hollow urethane outer skin thereof and has a through hole formed at the center portion thereof a fixing clip and a replaceable pocket for repelling harmful insects including a pocket main body which has micro through-holes and is filled with a liquid insect repellant inside thereof, and a coupling protrusion which is integrally formed on a front surface of the pocket main body to be inserted into a coupling groove of a coupling member. The fixing clip includes: a clip main body on which a plurality of through holes are formed on the surface thereof, and whose one side portion is closely attached to a rear surface of the base tube the pipe-shaped coupling member whose one end portion is formed in one body with the clip main body, and whose other end portion is disposed by penetrating the through hole of the base tube and the coupling groove formed at the other end portion of the coupling member.
