There is provided a gel-forming agent which is easily prepared and has all of high safety in the living body and the environment, good gel-forming capability, excellent use feeling, and good handleability. The oil-based gel-like composition of the present invention comprises 1 to 30% by weight of a gel-forming agent and 70 to 99% by weight of an oil-phase component, the gel-forming agent being obtained by blending polyglycerin having a degree of polymerization of 3 to 20 in an amount of [6.8 Ln(X) + 17] parts by weight to 27 Ln(X) parts by weight with 100 parts by weight of lecithin, where X denotes the degree of polymerization of the polyglycerin. The degree of polymerization of the polyglycerin is preferably from 3 to 10. The zero-shear viscosity determined by the viscosity and viscoelasticity measurement is preferably 50 Pa·s or more.본 발명은 제조가 간편하고, 생체나 환경에 대한 높은 안전성, 양호한 겔 형성능, 우수한 사용감, 취급성이 좋음을 전부 겸비하는 겔 형성제를 제공하는 것이다. 본 발명의 유성 겔상 조성물은 레시틴 100중량부에 대하여 중합도 3 내지 20의 폴리글리세린을 [6.8 Ln(X)+17]중량부 내지 27 Ln(X)중량부(단, X는 폴리글리세린의 중합도를 나타냄) 배합한 겔 형성제 1 내지 30 중량%와 유상 성분 70 내지 99 중량%를 포함한다. 폴리글리세린의 중합도는 3 내지 10인 것이 바람직하다. 점도·점탄성 측정에서 요구되는 젤로시아 점도는 50 Pa·s 이상인 것이 바람직하다.
