PROBLEM TO BE SOLVED: To provide a thermal storage medium which does not easily changes its feeling of use even when cooled and is greatly safe.SOLUTION: The thermal storage medium 32 is stored in a baglike body 18 and indirectly heated by the dielectric heating of a heating medium held in the holding portion 20 of the baglike body 18. The thermal storage medium 32 has a first thermal storage material 34 sealed in a first storage material 36 and staying liquid from room temperature to the boiling point of the heating medium and a second thermal storage material 38 sealed in a second storage material 40 and has a melting point in a working temperature range set from room temperature to a boiling point of the heating medium.
