PROBLEM TO BE SOLVED: To provide a highly safe and economical hair growth promoter pine needle tonic prepared by extracting ingredients having hair growing effect by using raw red pine needles and an aqueous solution to obtain only the materials having hair growth promotion effect, hair fostering effect and pilatory effect while eliminating harmful substances.SOLUTION: The hair growth promoter pine needle tonic as a liniment is prepared by: chopping the raw red pine needles and putting them in the aqueous solution (mineral water) eluting almost all substances contained in the red pine needles into the aqueous solution by controlling temperature and time stirring the aqueous solution by a mixture filtering the aqueous solution with a paper filter and then extracting and removing substances harmful to skin included in the resultant filtrate by using various separation methods and liquid separation methods.
