The present invention relates to a baculovirus-based gene carrier comprising an influenza-derived cell-penetrating peptide and a vaccine composition using the same. When the gene carrier of the present invention is used, the CPP protein on the surface makes it easy to penetrate into human, swine, and chicken cells.
