Provided is an O/W emulsion cosmetic composition, which contains the following components (A), (B) and (C): (A) a polymer which is either a nonionic or cationic polymer composed of a hydrophobic monomer unit and a hydrophilic monomer unit and contains from 40 to 80 wt. % of a hydrophilic group (B) a dispersion containing the following components (a), (b), (c) and (d): (a) powders having ultraviolet screening ability and having a surface subjected to hydrophobic treatment, (b) a polymer composed of a hydrophobic monomer unit and a hydrophilic monomer unit, (c) a silicone oil, and (d) an alcohol having from 1 to 3 carbon atoms, at an (a):(b):(c):(d) weight ratio of (from 25 to 65):(from 0.1 to 5):(from 10 to 50):(from 10 to 50) and (C) water.本發明提供一種含有下述成分(A)、(B)、以及(C)之水中油型乳化化粧料:(A)一種由疏水性單體單位與親水性單體單位所構成之非離子性或陽離子性聚合物,其中親水性單體單位之含有比例為40~80質量%,(B)一種含有(a)具紫外線遮蔽性能且在表面經過疏水性處理之粉體、(b)具有疏水性單體單位與親水性單體單位之聚合物、(c)聚矽氧油以及(d)碳數1~3之醇類;且(a):(b):(c):(d)之質量比例為(25~65):(0.1~5):(10~50):(10~50)之分散液、(C)水。
