PURPOSE: A topical sunscreen composition is provided to form an anhydrous composition which resists the tendency to whiten in water by dissolving a solid organic UV sunscreen filter in a composition containing C_2 or C_3 monoalcohol and an oil portion.CONSTITUTION: A topical sunscreen composition contains 10 wt% of C_2 or C_3 monoalcohol, a solid organic UV filter dissolved therein, and an oil portion containing one or more oils. The oil portion is miscible with the C_2 or C_3 monoalcohol. The interfacial tension between the oil portion and water is 9-13.9.
