PURPOSE: A topical sunscreen composition is provided to form an anhydrous composition which prevents the tendency to whiten in water by dissolving a solid organic UV sunscreen filter in a composition containing C_2 or C_3 monoalcohol and an oil portion. CONSTITUTION: A topical sunscreen composition contains 10 wt% or more of C_2 or C_3 monoalcohol, a solid organic UV filter, and an oil portion containing one or more oils. The oil portion is miscible with the C_2 or C_3 monoalcohol. The interfacial tension between the oil portion and water is 9-32.5. The volume fraction of the oil portion with respect to the C_2 or C_3 monoalcohol plus the oil portion is about 0.44 or greater.
