PROBLEM TO BE SOLVED: To provide an irritation mitigating agent capable of easily being prepared from a highly safe natural product and mitigating irritation to skin, eyes, hair, a mucosa or the like and a low irritant composition.SOLUTION: The irritation mitigating agent includes an extract of Camellia sinensis (L.) O. Kuntze as an active ingredient. The low irritant composition includes an extract of Camellia sinensis (L.) O. Kuntze as an active ingredient. In the irritation mitigating agent or the low irritant composition, a preferable effective content of the extract of Camellia sinensis (L.) O.
