PROBLEM TO BE SOLVED: To provide an O/W emulsion composition having excellent preparation stability and produced by combining an inorganic powder and an organic ultraviolet absorbent.SOLUTION: The O/W emulsion composition is characterized by having the following first oil phase (i) and second oil phase (ii), which are separately dispersed in a water phase as emulsion particles.
