PROBLEM TO BE SOLVED: To effectively use a spraying material formed of thinnings, an aggregate dewatered cake, or a dam material dewatered cake especially generated in dam construction work as a raw material. SOLUTION: This flooding slope greening spraying material is constructed of a lower layer base material and an upper layer base material, and the lower layer base material is prepared by mixing and kneading a dewatered cake porous sintered body, modified aggregate dewatered cake pellets, modified dam material dewatered cake pellets, cut tree chip charcoal, an aggregate dewatered cake soil stabilizer, and a proper amount of water. The upper layer base material is prepared by adding hydrophilic water-resistant silica alumina fiber and glass short fiber principally consisting of inorganic oxide, a proper amount of water, a liquid fertilizer, seeds, underground stems and the like to the kneaded body of the dewatered cake porous sintered body, the modified aggregate dewatered cake pellets, the modified dam material dewatered cake pellets, the cut tree chip charcoal and the aggregate dewatered cake soil stabilizer and kneading them together.
