PROBLEM TO BE SOLVED: To provide an O/W type emulsion cosmetic composition having high ultraviolet protection effect, a good use feeling without stickiness and excellent storage stability.SOLUTION: There is provided an O/W type emulsion cosmetic composition which is obtained by a method comprising a step of mixing a composition comprising the following components (A) to (E) by a micromixer or a high-pressure homogenizer. (A) An organopolysiloxane obtained by bonding a poly(N-acylalkylene imine) segment composed of a repeating unit represented by following formula (1) to at least two silicon atoms of an organopolysiloxane segment constituting a main chain via an alkylene group containing a heteroatom, (B) a surfactant, (C) a water-soluble organic solvent, (D) 0.8 to 20 mass% of an organic ultraviolet absorber, and (E) water.
