PROBLEM TO BE SOLVED: To provide a new water-soluble solid pharmaceutical enclosure complex and its aqueous solution.SOLUTION: There are provided the new water-soluble solid pharmaceutical enclosure complex containing macrolide and a certain specific cyclodextrin and used for a mouth, an eye and a local part, and for a non-oral use, and its aqueous solution. Concretely, as (a) an activation component, cyclodextrin is contained on a large surface of (b)gamma cyclodextrin or the like in a state that macrolide such as rapamycin, pimecrolimus, temsirolimus, everolimus, or tacrolimus is amorphous, in a state that these items are pleomorphic hydrates or solvates by arbitrary selection, and in a state that these items are solvates formed of, for example, acetone or ethanol.
