The essence of the device for presowing soil cultivation: the device contains operating devices in the form of paws and/or disks sequentially established on, at least, one frame with possibility of lifting and lowering them concerning a frame at a meeting with an obstacle, provided by, at least, one basic elastic element established on one side of an axis of oscillation between and/or over a frame and operating device. Besides, the basic elastic element is done in the form of, at least, two elastic plates and/or a bar, or a set of plates and/or bars of identical or different width and/or thickness, the device contains an additional elastic element with, at least, two elastic plates and/or a bar, or a set of plates and/or elastic bars of identical or different width and/or thickness, located opposite an axis of oscillation of operating device and connected with, at least, one rotary mechanism.
