PROBLEM TO BE SOLVED: To provide a method for producing cosmetic excellent in storage stability.SOLUTION: The cosmetic includes the following components (A), (B), (C) and (D): (A) an unneutralized surfactant having a sulfate group, a sulfo group or a phosphate residue, a polyoxyethylene alkyl ether acetic acid having a 12C-22C alkyl group, or a 12C-22C higher fatty acid, (B) a ceramide, (C) a neutralizing agent of the component (A), and (D) water.
