PROBLEM TO BE SOLVED: To provide a cosmetic composition having structural recoverability, excellent heat stability and a good feel when used, which is transparent and smooth when applied to the skin or hair.SOLUTION: The cosmetic composition comprises components (A) to (D) in amounts of 0.1 to 30 mass% of component (A), 0.1 to 50 mass% of component (B), 50 to 95 mass% of component (C), and 0.01 to 10 mass% of component (D), with the mass ratio of component (A) to component (B) being in the range of 1/5 to 5/1. (A) is a polyalkylene glycol derivative that has formula (I) Z-{O(EO)a-(AO)k-H}m (where Z is a polyalcohol residue having 3 to 6 hydroxyl groups, EO is an oxyethylene group, AO is a 4-8C oxyalkylene group, and EO and AO are bonded in a block-form).
