The present invention includes: a first step in which when a shelter structure system is turned on, a control module detects and analyzes air pollution information including air condition, the number of people and fine dust concentration in a shelter structure from detection sensors installed on a plurality of positions； a second step in which after the first step, the control module continuously detects and analyzes the air condition in the shelter structure while executing a power saving function by controlling the operation of a plurality of air purification modules stage by stage in accordance with the result of analyzing the air pollution information in the shelter structure； and a third step in which if pollutants exceeding a predetermined concentration are detected from the inside of the shelter structure through the detection sensors in the middle of the second step, the control module executes an intensive air purification mode for operating all of the air purification modules to rapidly purify the air in the shelter structure.
