The present invention provides a cosmetic composition for lip tattooing which not only has excellent color formation and good durability, but also has good moisturizing effects. Further, the present invention relates to a method of preparing a cosmetic composition for lip tattooing, which enables such a cosmetic composition for lip tattooing to be prepared through a simpler process. A method of preparing a cosmetic composition for lip tattooing according to the present invention comprises: process A of mixing glycerin with acid water at a temperature of 75 to 80C； process B of mixing polyvinyl alcohol with purified water at a temperature of 75 to 80C； process C of injecting the mixture passed through the process B into the mixture passed through the process A to mix the mixtures； and process D of injecting a preservative, a PEG/PPG-17/6 copolymer, ethanol, a coloring pigment, and incense into the mixture passed through the process C. Specifically, the cosmetic composition for lip tattooing comprises glycerin which is dissolved into acid water, and polyvinyl alcohol, a PEG/PPG-17/6 copolymer, ethanol, a coloring pigment, and incense which are dissolved into purified water.본 발명은 색상 발색이 우수하면서도 지속력이 좋고 나아가 보습력이 좋은 입술문신용 화장료 조성물을 제공하고, 또한 이러한 입술문신용 화장료 조성물을 보다 간단한 공정을 통해 제조 가능하도록 하는 입술문신용 화장료 조성물 및 상기 조성물의 제조 방법에 관한 것으로, 특히 입술문신용 화장료 조성물은 산성수에 용해된 글리세린, 정제수에 용해용해리비닐알코올, 피이지/피피지-17/6코폴리머(PEG/PPG-17/6 Copolymer), 에탄올, 착색안료 및 향료를 포함하여 이루어진 입술문신용 화장료 조성물인 것을 기술적 특징으로 한다.
