PROBLEM TO BE SOLVED: To provide a white composite powder that, while retaining appropriate concealing properties of titanium dioxide, gives reflected light with intensity hardly depending on angles, exhibits clear white color without depending on visual angles and has low cohesive power, and a cosmetic incorporated with the same.SOLUTION: The white composite powder exhibiting no pearl gloss comprises, as a matrix, an &alpha-alumina plate-like particle having an average particle size of 0.5-20 &mum, an average thickness of 0.03-0.35 &mum and an aspect ratio (average particle size/average thickness) of 15-50 and, adhering on the surface thereof, 30-50 mass% (based on the white composite powder) of titanium dioxide.
