The surface material (15) has a first sheet material having air permeability, and a first elastic member (5) that is joined to the first sheet material in a first direction so that the surface material (15) has elasticity in the first direction, and a first pleated section (60) is formed in which a plurality of recesses and projections alternately aligned in the first direction are formed in a plurality of rows in a direction orthogonal to the first direction, and the recesses and projections that form the first pleated section (60) are formed to allow shape deformation in response to a stretching force of the first elastic member.
