PROBLEM TO BE SOLVED: To provide a granular matter dispensing device that prevents granular matter such as seed from entering a central part of the backside of a dispensing plate for dispensing the granular matter for each of a predetermined amount, and thereby can perform seeding work smoothly.SOLUTION: A granular matter dispensing device 1 is provided for dispensing granular matter (seed 9) supplied to a hopper 3 for each of a predetermined amount, and discharging it from an outlet 18. The granular matter dispensing device has: a dispensing plate 5 including multiple holders 15 for receiving the granular matter 9 by a predetermined amount, and rotating around a drive shaft 12 and a non-rotating delivery plate 6 disposed in the lower side of the dispensing plate 5, and formed of a delivery hole 16 for passing the granular matter 9 received to the holder 15.
