The present invention provides a cosmetic material which has excellent spreadability, does not cause stickiness when applied, inhibits smudging of color when used as a makeup cosmetic material, and can be easily cleansed. The cosmetic material comprises a urethane group-containing silicone vinyl polymer which is a reactant of urethanization between (a) a radical polymer which has a radical-responsive vinyl monomer unit as a constituent unit and includes a hydroxyl group, and (b) an isocyanate silicone represented by general formula (1).
